MA to Issue State Tax Refunds Starting in November

Why are refunds being issued?

For fiscal year 2022, Massachusetts tax revenue collections exceeded the annual tax cap set by Chapter 62F of the Massachusetts General Laws. The law requires that refunds are issued to taxpayers if total revenues exceed the annual cap tied to wage and salary growth in the Commonwealth.

Who is eligible for the state tax refund?

To qualify for the refund, you must have paid personal income taxes in the state of Massachusetts in the 2021 tax year. Additionally, you must have filed a 2021 state tax return on or before October 17, 2022.

Resident and non-resident filers are eligible, along with fiduciary filers (trusts and estates) and non-residents on whose behalf a partnership files on a composite basis.

How much is the refund?

Taxpayers eligible for the refund will receive a credit that is roughly 13% of their MA tax year 2021 personal income tax liability. This estimate will be finalized in late October, once all 2021 tax returns have been filed.

What actions do you need to take if you are eligible?

No action is needed except to ensure your 2021 Massachusetts income tax return is filed by October 17, 2022. Eligible taxpayers will either receive a check in the mail or a direct deposit refund sometime in November. Stay tuned for more information as the details are finalized.
